no, not as far as I know - I don't think I use google cloud at all0

The startup repair, or something else must have corrupted your local data files.
IMHO, there's not much you can do other than get your passwords back by recovering them from each website manually.
Don't use the built in password managers on browsers as they can be insecure and, as you've experienced, buggy.
Look into Lastpass or Dashlane
Both are excellent replacements and will sync your passwords between all your browsers.0 -
