HSBC say they do not raise chargeback requests

To cuta long story short, brought an item through ebay and paied through paypal...Goods arrive and they are a little left of the target with regards to its description. In attempt to contact seller, i went to send them a message to find they are no longer registered with ebay -
I went to paypals site to look at my options and its suggested a chargeback claim possible aswel as filing a dispute. With the seller no longer registered, I figured my money would be long gone to and proove difficult for paypal to recover as the funds would need to be in his paypal account...
So, I opted for the chargeback - Rang HSBC cutomer services and was told they can not do anything about it from their end. Was told as i approved payment it was guaranteed and could under no grounds be reversed - Is this correct?! Even the paypal site says its possible...
Instead, I was told to contact the 'retailer' (the dodgy ebayer) and the 'middle man' (paypal) to seek about recovering the funds
Someone please shed some light on this - Tell me theres someone out there that has done this charge back thing via their bacnk (hsbc would be good) and came out on top - Tips would be greeted with open arms

Normally payments made from your bank account can't be retrieved, but it just so happens there has been a recent case similar to yours with HSBC - have a read

By the way, don't fail to file a dispute with paypal, it's always worth a try. There may still be money tied up in his account that he hasn't been able to withdraw.
You need to file an Item Not as Described dispute.My TV is broken!

What Im goin to do, is print off the merchant notes on the paypal site detailing chargebacks etc and an artical quoting/claiming that HSBC do raise chargebacks for deals/transactions done through payment schemes/services like paypal and take this into my local branch - Hopefully it is clearer when presented in black and white
