Working Tax Credits - back payments

I was awarded DLA on 9th September 2006 which made me eligible for WTC.
Was awarded WTC on 20th February 2007 and have been paid religiously ever since.
Immediately requested back payments - apparently it will be paid back to 9th September because of the DLA.
Phoned in March - the cheque would definitely be sent within four weeks. £330 per four weeks.
Now we are two months on and no cheques.
Phoned today.
No updates on the system. It is still being processed.
They are sending me a Complaints Form to complete.
If this had been me owing them any monies for over three months they would have taken me to Court by now.
Does a back payment always take this long?

I have the highest rate. I already get the WTC, just haven't got the arrears paid!
I am due to three months arrears anyway, they haven't paid me that either!
Am waiting for this complaints form to arrive, then we shall see what happens.
You cannot phone anyone in the tax credits office either.
