Looks like dampness to me (very stiocky and yaky feel to the hand). Check on the other side of the wall where that patch is, is there anything lying against said wall? Any sign of water penetration? leaking gutter? Poor rendering or joints? An internal wall of mine had this same feel to it. Behind it was the old coal bunker (transfoprmed in a wine cellar) but previous owner had made new concrete base that touched the brick wall. Damp was penetrating through this bridge. Broke 1" concrete off all around and the wall dried in days.0

Sorry guys but old wallpaper adhesive would have been dried by now. If it's wet it's penetrating damp. Check outside wall and not necessarilly wher the damp patch is. Water can come in at a different point and transfer to your plaster wall somewhere else. Once you have found the source of problem and you fix it, that should be the end of your problem.0
