Missed out on Surestart grant

We have been unable to claim this for both of our babies, as hmrc is taking an absurd amout of time to process our tax credits claim.
I know that we should have been entitled to them, and have only just discovered that I could have sent a provisional application within the 3 months post birth deadline. I was never informed of this with all my dealing with HMRC and job centre plus, and yet again it has come to good old mse for me to find it out.
I am wondering if we may be entitled to still apply, at least for one of our babies (she is now 5 months old, my boy is 18 months).
We have a very high level complaint in action at the moment with HMRC, with involvement from our MP and the ajudicator, which should lead to them backdating wtc/ctc for the last 18 months so I hope with this in light we may be able to.
Can anyone advise me?

oh they are an absolute nightmare for sorting things out!! Thats what gets me mad what takes them so long i know that they have alot to do with other claims but i mean they have plenty of staff or should get more if they cant keep on top of it when people with children and struggling because they arent getting what they are entitled to! im not too sure on the surestart grant although if you explain what has been going on im sure you should get what your entitled to cos it wasnt your fault why you didnt claim for it!
