Halifax PPI reclaim - is my logic right?

I'm reclaiming PPI on behalf of, and have full authority etc.

There were 7 cards opened over a 10 year period and Halifax have agreed PPI was misold on them all and fully refunded.
They agreed the card owner was not working disabled for the entire 10 year period so PPI served no purpose.

There was a loan in the middle of that 10 year period they say the PPI was not missold on - because the dates they were notified of the disability/not working were after the loan was taken out.
They also quote other dates and facts that honestly make me think they were looking at someone elses/a different account.

Is my logic that they agree PPI wasn't appropriate for the cards, and so a loan taken out in the middle would be equally inappropriate? All were opened in the same branch by staff and were told of the not working/disability situation.

I ask because they have been 'revewing' their decision since January and each time I call for an update i'm told I can't speak to the team who review and they will call me back - they never do so it looks like i'm going to have to FOS but it will mean getting new authority signed which is traumatic in itself so if there's an easier way to get Halifax to review/see sense please tell me!
Don’t ask what the world needs. Ask what makes you come alive, and go do it.
Because what the world needs is people who have come alive.

I concur, the Bank have been "reviewing" far too long and won't uphold now without FOS involvement.
