Getting on electroral roll but who pays CT?

Hi there,
I have been in the same property for a year now, and I'm eager to get on the electoral roll.
Living in a flat, 3 rooms rented out individually to tenants and we don't know any of them. I've seen loads of tenants move in/out of rooms during the last year.
Who pays the council tax in this instance, just so I can make budget arrangements if it is me who has to pay to be on the electoral roll?

If the landlord only rents out individual rooms then the property is a House in Multiple Occupation (HMO) for council tax purposes and the landlord is legally responsible for the council tax charge.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

Council tax is nothing to do with the electoral roll, that's a common misconception. The electoral roll holds details of eligible electors.
Just call Electoral Services of your council and ask them to send a registration form out to you.
Alternatively, fill in the form on the link below, print off and send to your council: https://www.aboutmyvote.co.uk/register_to_vote/electoral_registration_applica.aspx

Yes, I'll be contacting my council to send the form out to me.
Felt I had to ask as I had a summons for Council Tax when I was a student and renting a house- nasty stuff!
Just another question, more of a follow up: Mrs oldmuser is not a British citizen or from the EU. She's on a marriage visa that was granted in October 2011. Before that she was on a post study work visa. I think she has to wait for the next application to become a British citizen which will be next year, but couldn't she get on it as my spouse?0
