Voluntary redundancy- time limit?

Hi there,
Could anyone give me advice? My employer asked for people to apply for voluntary redundancy and I applied almost 2 months ago now. However, they still have not made a decision and every time I ask when they will make a decision they tell me it will take time and I have to wait. I feel like I'm in limbo and can't make plans because I don't know what is happening. It doesn't seem acceptable to me but are they allowed to just keep me hanging on for as long as they want?
Thanks!
