Does My Landlord (Social Housing) Have to Comply With Freedom if Information Requests

Hello.
I live in social housing and my landlord, Wakefield and District Housing, is being tight lipped about certain spending and won't let me know how much is being spent on certain areas. I've tried to find out if I can get them to disclose this via a freedom of information request but they are a registered charity that is disconnected from the council and I've gotten nowhere.
Any help will be much appreciated.

Housing Associations don't have to comply with FOI requests though some do for transparency.

With respect, the ICO helplne could easily give the OP the info they need. As to being toothless, last year the ICO fined my local council (which is as corrupt and incompetent as hell) £70,000 for losing confidential information. YMMV0
