Question on replacing blu ray laser for ps3(quoting different amounts)

Wondering if you could help,
My mate asked someone to replace the blu ray laser on his ps3. The guy picked it up from our house and had said it would cost £35-£45 to fix it.
The guy has fixed it and is now saying £70 but never got in touch to authorise the new payment.
Any ideas on the legal rights of my friend?
P.S I know its only a small amount but still be interested to see the legal rights of my friend.
