No idea what it takes for ebay to close someone down - I made a complaint recently when an item did not arrive - the seller has 236 neg feedback in the last month! they also have 13 neutral and 571 positive this month - their feedback score is still 98.4% so ebay class them as a good seller!!
They now have 1129 negatives!!
I see no great urgency in closing down an obviously dodgy seller like the one in your example- surely no buyer would touch them anyway so they can't hurt anyone.

I guess that when you see 98.4% feedback score when they have sold over 30,000 items you will not always look further at recent feedback - most items are cheap 99p items. We bought from them as item was only 99p and never thought to look at recent feedback!0 -
