HELP! Northern Power, PME Link, No Earth!

Hi all,
I found out a few months ago my house has no earth connection, It has come to light that we were earthed through the mains water supply which was apparently a regular practice around my area when electrics were installed, The water board have since replaced the water mains with plastic piping and severed my earth connection.
Northern Power want to charge me £160 to fit a PME link to my house which will take all of 2 Minuets! Whilst i understand its not their fault and why should they loose out? Why the hell should i have to pay when the water board cut my earth without any form of warning that they were going to do so?
Is there any way I can pin the cost on the water board as its their fault? any why on earth hasn't the water board and electric board got together before carrying out the works to discuss all the issues it has created?
