If it has a BIOS password you are going to have to clear that by removing the CMOS battery to clear the BIOS or by resetting the BIOS jumper if there is one on the board. If you do not need to get into the BIOS you could leave this alone and just hit F12 at boot to choose the boot device.
Any Dell Windows disk will work with a Dell system and will not ask for activation, if you can get your hands on one you will be able to reinstall.0
