3rd hard drive replacement and still faulty

    To be honest I'm not sure what you don't get from the above? The "I have tried" or "different PC". Logic is faulty when you get hard drives from the same faulty batch with same markings.

    Why don't you just use it and see if it fails or not? You still have the manufacturer's warranty to call upon up to 12 or 24 months if it does.
    No free lunch, and no free laptop ;)

    You've had your answer already. There is no standardised way to pass SMART commands over USB. Surely after the 2nd failed drive you would have googled the problem? There is definitely no fault with the HD, just a limitation of the USB chipset.
