Probably. It's a slightly hacked USB charger, which is capable of supplying more than the rated 600mA. Unless the Galaxy does something weird to detect it's plugged into a dedicated charger (it's been known) then it should work. I use iPod chargers for all sorts of USB-y tasks (they're very good for running Raspberry Pis off).0
