Parking Tanks On My Lawn

I live in a block of private flats with a single access road, the curbs have always been too high to park on. Recent renovations have resulted in very low curbs and now vehicles wholly mount the pedestrian walkways

My management agency, who have usually been excellent in all matters, seem to be ineffective on this single issue

They have employed a Parking Enforcement company, BGS Services Ltd, that doesn't seem to enforce anything after 6PM which is when the problems arise

What recourse do I have?
Who has the ultimate responsibility in these matters?
Where do I go from here?
And any other jolly useful advice you can give me is welcome

Many Thanks

What exactly is the problem and where do the tanks come into it?

I can't see BGS on the AOS scheme list but their website homepage says they are BPA AOS members?! Yet they are NOT COMPLIANT as regards appeals:

    http://www.bgsservicesltd.com/pages/appeals.htm

No mention of POPLA, misleading con rubbish about being 'approved contractors' of the DVLA!!!!! and apparently, any naïve or stupid victims who want to send them money 'have to pay within seven days' for the bribe discount, OMG surely this bunch are not in the BPA AOS?

''BGS Services Limited is unable to enter into any correspondence if an appeal is received after 14 days. Appeals received after 14 days will not be answered.''

Why the heck has everyone living there sleepily allowed/agreed to having ANY private parking co. scammer on site near your property and cars?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yet another example of a management company thinking a PPC is the answer to a problem THEY created (there was one on Pepipoo (I think) where a HA got a PPC in rather than fix the electric access gate).

If you don't want people parking on the pavement, get the management company to reinstate the high kerbs (preferably at their own expense), or install bollards along the edge to prevent cars mounting it.

A PPC is not the answer.

On a question to the bpa via twitter they confirm they are not in the aos

confirm they're not members & we've raised an investigation into their misuse of the @BritishParking logo

So please don't contact these scammers

When you say "curbs" does this mean "kerbs" (as in the stone blocks at the edge of the pavement) or "curbs" (verb, restrain or keep in check.).

Perhaps you need high kerbs to curb parking on the walkway.

A few rounds from the tanks should suffice.
