Help with Chrome

I have been using Chrome for 2 days now, getting used to it but I have a couple of things that I need help with.

1, I keep getting popups even though I have said no in the advanced settings

2 When I'm writing something I get certain words are underlined and in blue then if I click on them it gives me a defination of the word,

So any ideas how to correct these problems ?

UPDATE,
As of today 180919. my granddaughter is now my official granddaughter, adoption finally granted
