The store thing is a bit silly, but I guess if this is more than a service pack then pushing it via Windows update would likely annoy people. People don't like their OS changing dramatically without warning, especially business customers (not that any of them are on Win8)
Yes they'll probably start selling 8.1 separately, same as later versions of XP sold had SP2 or SP3 pre-applied.0
