Converting carport to garage

Hi I own a detached property that has a double car port under my next door neighbours one floor apartment.
It is fully enclosed with the exception of the front.
What are the laws in England about me wanting a garage door on it?
I haven't approached the subject with them yet but wondered if planning permission was required and also if any people are I. Similar situations.
Also would it be noisy for them if I opened and closed it? Trying to be a considerate neighbour after all

Is it a new build? If so look at your deeds as a lot of new builds you are not able to convert a carport to a garage.
I think the reasoning behind it is something to do with, as a carport you would park your car, but as a garage it turns into a storage area, so your car is left on the road, where there isn't really the room.
That is what we were told when we looked at a new build. However this meant the house was not suitable for us as OH has stuff that needs to go in a garage.0
