Notice to owner - double fine

Evening good people,
I received yesterday a NiO, regarding a parking ticket several weeks ago in a council car park. I had no notice on this date the alleged incident occurred, but it was Easter holidays in a popular children's area, so it's possible someone removed the notice.
I use this site regularly, know it is a pay and display and cannot believe I didn't pay but could have been late back but weeks later have no proof I paid. If I had received notice I would have kept the ticket to refute the claim and clearly haven't kept it as didnt know there was an issue.
I feel it's unfair to double the fine as not paid within 28 days and also it means I can't prove I paid.
The appeal process doesn't give options for above - do I use other?
Do I have a leg to stand on as I can't prove I didn't receive any notice at the time.
Should I just pay the double fine or is it worth appealing?

Of course appeal this, I believe they cannot give you two penalties for the exact same parking incident. I would advice posting this on https://www.pepipoo.com for this as well, they are generally accepted as the experts on council tickets.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

It's the same incident, they just doubled the fine as I didn't pay or respond within 28 days. Thank you for that link0

Ah okay I misread your post, I thought you said two PCNs were issued. What you have is a penalty for say £100 , if paid within 14 days they give a discount, there is a distinct difference to doubling the penalty. Ah okay I misread your post, I thought you said two PCNs were issued. What you have is a penalty for say £100 , if paid within 14 days they give a discount, there is a distinct difference to doubling the penalty. If you appeal informally and it fails most councils will reoffer the discounted price.
Thank you, yes you are correct in your terminology. So I appeal and ask for photos as I genuinely know I paid as I always do.0 -

Photos don't really matter so much, what you are looking for is other things, like non compliance in letters, signs, and so on.
