    I originally thought I'd be claiming on my insurance, it was only when speaking to someone else they mentioned my insurance company might try to claim from the other vehicle, hence why I asked the question.
    You will be claiming from your own insurance. Your insurers will try to recover their outlay from the responsible party but in your case it seems that the responsible party is unidentified. No recovery is therefore possible.

    No. You may be thinking of a multi vehicle shunt where all parties are identified. In that case, the one that hit you may deal with your damage as they will make a recovery from the one that caused the accident. In the OPs case, the responsible party disappeared so why should another innocent party (behind the OP) pay for the OPs damage.

    OP's insurance will claim on the car behind - subject to sufficient evidence to establish the facts as stated. (So there should be no excess payment or loss of NCB for the OP)

    The car behind however, gets the raw deal. They, in theory pay for the damage to the OP's vehicle and then claim that, and the cost of their repairs, from the person who hit them. As that appears to be an unidentified vehicle then they buck stops there and they are lumbered. If the car park has any kind of CCTV they may be able to salvage something from the situation but either way that should not change the OP's situation.

    This would be my view, the OP would claim from the vehicle which hit him, who would claim from the "hit & run" vehicle, presumably as PCSOs attended, they can confirm the vehicle behind had severe damage which would indicate it had been pushed into the OP's? Unfortunately in this case, the "innocent" vehicle owner behind will take the hit on this.
