Yes, they may write a letter to the neighboor and / or their Insurers putting them "On Notice" that they will hold them liable for any damage caused by the delay in dealing with the issue.
You may find your Home Legal Expense cover may be prepared to write a letter should your Insurers not be willing or failing that, there's nothing stopping you doing this (Obviously it's best to send it via recorded deliver and it's an idea to supply your own Insurers with a copy for their records)0 -
Do you have legal expenses cover? That I suspect is the more likely route into getting something done for you than your core home insurance which will await an incident first.0

Have you tried your MP. It may seem that they would not be able to do anything, but many years ago the house next door to me had a fire killing 3, 5 months later I could still smell fire every time I came home & nothing at all had been done. As it happened, the local MP came before the election & made the mistake of asking me if I had any concerns. So I told him. It seems that house of commons notepaper can be quite convincing as things started happening within the month.0
