Need consent from a housing association to turn flat into 2 bed - is this a big deal?

Not exactly sure of the measurements but it's about 18ft by 9ft. It has three windows that run along the back wall of the flat. I asked the tenant who lives on the ground floor if I could see his layout and his bedroom and reception room are roughly the same size as the room which I'm hoping to convert. Not sure if that's an advantage though...0

A 9' x 9' bedroom is a single, a 9' x 9' main reception room is neither use nor ornament and about the size of a bathroom..................
