Photoshop vs Photoshop elements

Hi
Can anyone help? I'm trying to edit some photos and need something that enables me to blank out bits of background etc. I'd also like to have black and white shots that also have a bit of spot colour - I've seen this type of thing done. I'd like to be able to do quite a lot of editing of the photos so I want something with decent edit tools.
So the real question is, would Photoshop elements enable me to do this type of editing? I would hate to buy it and it not be what I need.
I have seen recommendations for the Gimp but it looks a bit too technical for a novice so hence I was thinking of Photoshop elements in hoping it's a bit more user-friendly.
Anyone know?
Thanks

This is for an old version of Elements, so I'm sure the latest version will work just the same:

Alternatively save money and get an older version of Elements on ebay.
Or try this freebie:

The only really big difference between the two AFAIK is that Elements can't handle CMYK.0
