Is there a major conflict in the Terms and Conditions of this offer?

The offer leaflet makes the following statements
1) ' A great price with no rises guaranteed until at least 28th February 2015'
2) Under full tariff rule No.5
' While you are supplied on the Blue + Price promise February 2015 tariff you will not receive any further price increases until after 28th. February 2015
3) Rule 16
'Registering for the Blue + Price Promise February 2015 Tariff depends on your accepting these full tariff rules. Please do not try to register for the Blue + Price Promise February 2015 tariff if you cannot accept these conditions.
4) Rule 17
'If you are on the Blue + Price Promise February 2015, it does not affect OUR ongoing rights under the Terms and Conditions of your relevant gas and electricity supply contracts. You can find these at EDF tariff info. These will always take priority over these ( Blue + Price Promise February 2015) rules if there is a dispute between the two.

Examining the above mentioned ' Gas and Electric Supply Contract' Term 3b specifically states
'Under this contract we will be allowed to change any of these Terms ( including the price we charge you or the structure of the tariff ) at any time.If this change puts you in a significant disadvantage ( for example if we increase prices) we will give you at least 30 days notice ( known as the 'variation notice') in line with the requirements of our supply licence.'

The 3b Term would therefore appear to make the Blue + Price Promise 2015 promise ineffective and unenforceable.

Am I right in my conclusions from my reading these two conflicting Tariff and Terms and Conditions contracts, and, if so how many customers on this Tariff understand their correct position under the terms of the Promise?
