Iphone 4S Data Consumption

Hi Team - my new 4S is eating data a lot more than my old 3GS.
I'm probably asking for trouble here but can anyone tell me what's the best settings to stop my mobile from eating data? I've got mobile data and 3g swithced on but I've got Fetch New Data set to OFF.
Also, I downloaded Onavo on both my and my wife's 4S - I now get VPN = Not Connected (same as nefore) but she gets VPN = Connected with the Onavo icon appearing in the VPN option. What is the difference and does the VPN thing use data?
I am monitoring Onavo throughout the day and trying different settings. My daughter's 4S used a month of data overnight when she first got it but seems to have settled down now.
We all have 1G/data allowance.

Notifications for apps are a killer, turn those all off bar text messages and calls.
Don't use Youtube or anything else video/music based on 3G as that eats it up as well.0 -

No worries, my missus always runs over hers due to the notifications, I never do

Which iOS are you using? A few months back I read that the iPhone uses 3G data even when connected to WiFi due to a bug
