Just a thought - if you have access to enough flex cable from the dishwasher and it draws less than 13A, you could wire a plug to the end and plug it into a mains energy monitor. That way you can monitor the power consumption over time for any anomalies.
Something like this:

Brilliant idea thank you. Hopefully though I'll be leaving the house soon and it becomes my ex's problem to fix before he sells. I have no idea how to ensure he gets it checked and/or fixed though0
