Rented property: check-out fee?

Hi Moneysavers,
What do you think of the concept of a check-out fee added as an additional cost to renting a property?
Me & my boyfriend have finally found a flat we want to rent and have paid an initial amount to secure the property. Today we have received details of the deposit and fees we need to pay.
The agent (Your Move) is charging £250.00 + 43.75 VAT which is the most I have ever had to pay in my 10 years of renting – it has always been under £100.
In addition to this we are expected to pay £85.00 as a check-out fee when we leave the property. I’ve never heard of this before and it just seems like another way of making more money in addition to the HUGE set-up fee!
I'd really value your moneysaving thoughts on this.
