Royal Mail - Fee to Pay AND Recorded, how can it be both?

Hello,
Can anyone help..?
I have received a Fee to Pay card that also states the item is Recorded.
How can it be both?
Don't recorded items have to be paid for and submitted at a Post Office counter. If this is right, how can it have the wrong postage.
Even if the stamps or stamp sticker has fallen off, doesn't the fact that it is recorded prove that the postage was correct in the first place?

Someone could have sent it from their work post room. We have a Recorded Delivery book and stickers at my work, but people often get it wrong - despite all the info being there for them to see. For example, sending a large envelope but only franking for a regular sized one, adding the Recorded Delivery fee.
Our postman just collects the book and the Recorded Delivery items along with the regular franked mail and the error won't get picked up right away.0 -

its not really rocket science
the item is RD and hasnt been paid for
there is no need to take an RD to a post office
even SD items can end up sucharched via the likes of business collections0
