Vitoria Airport/Bilbao/Surroundings - hotels/car hire - cheap deals anyone

Hello all. Me and the O/H want a good but cheapish week's holiday. It was his birthday at the weekend and this is my present to us. Atm money is tight so I don't want to spend a fortune.
I've booked flights to Spain, Vitoria airport ( Bilbao ) in the Ryanair sale for £50 ( 7-14 June ). What O/H wants to do is, hire a car and wander around the area/countryside/interesting bits & stay at hotels/bed & breakfast places as we go. So does anyone have cheap car hire recommendations ? plus recommendations on where to go, where to stay, any good deals or just personal experiences. Thanks.
