I think he was asked just that the bank employee took upon themselves to ignore it or falsely say that it would be covered
It's not that I was asked, even before I could be asked I volunteered the information, and asked if it needed to be considered. I was told "no, it'll be ok", so we moved on.

In cases like this for my own piece of mind I would have phoned the travel insurance department to see if I would be covered.
I have pre existing medical condition, all i do is ring them up to declare pre existing medical condition and they charge me an extra £10 to cover this condition.
Lots of them do - many aggregator sites give options to quote for some companies who will cover them - and of course the broker market has access to many companies who don't appear on these sites.
Interestingly one of the major ones (GoodToGoInsurance) has recently taken down the option to travel without cover for PEMCs once declared, as legal advice states that since they would have taken the person with medical conditions then they will have to pay part of the claim (under the new Insurance Disclosure Act) even if the customer then decides they don't want cover.
