I can't think of circumstances where a "do not use" would be officially put on a boiler and a toilet... except if the water had been turned off.
I was making a rather negative judgement on the tenants... this was more based on the "estate agent difficulties arranging a viewing" than the "language barrier" aspect, and I'm thinking you were actually meaning the language barrier was making it difficult for the agent to arrange visits, rather than the tenants were being deliberately difficult.
British Gas use big red sticky things with details of a fault on, as far as I'm aware. But they wouldn't put them on a toilet (even most of their work is sh*t).
Loo + boiler could be water/drains (but drains would unblock better with water flow).
Boiler + meter could be electric.
All 3 still looks more like difficult tenants. At least you are clearly aware of the potential difficulties that a tenancy could cause.0 -
I would ask why the stickers were there.
Other times I've seen them is in new builds or refurbs where the loo is connected but they don't want viewers using it (amazing but some do). Maybe the tenants got fed up of viewers, workmen or someone? using them? Perhaps there was some work done that meant the tenants lost use temporarily? I think tape marked like that is sold in DIY stores. Maybe is was a repossession or one of the above in the past and no one cleaned the stickers off properly? You won't know unless you ask and then hopefully let us know as it's a curious thing.
Odd how so many here are citing difficult tenants putting the stickers on for no good reason! I would have thought that unlikely and if so the stickers would not have been removed. Easier to leave it untidy, deny access etc.0 -

And ask why, if there are these stickers, people are still living there.0 -
They are put on when the house is repossessed. I expect the tenants will now be served notice to quit
look at any repo and you will see these stickers on kitchen and bathroom appliances0 -

Repossess property.
Drain down water and turn off gas etc
Put stickers on0
