Did his report really say this as you wrote
No it didn't literally say "You have gas/electricity, I haven't checked it, you should!" :)

For each of gas, electricity and boiler it said "$THING is present. It has not been tested. No test certificate has been seen. This should be tested prior to purchase. This is considered to be a hazard and safety risk and requires urgent attention. Further investigations are required and these should be concluded before exchange of contracts."

Which is the same thing, right? :)

It's the same thing but a little more professional yep.
Just the normal !!! covering - nothing to worry about. A 1995 property should have modern electrics, RCB fuse box etc.

I would want to see a gas safety certificate though - and expect the seller to give me one or arrange that at his expense.

Sounds pretty standard 'covering their !!!!!!' to me. They might as well warn you that the building may be subject to getting old and could collapse if not kept in check, along with the million other possilibities such as building is likely to attact lightning if a storm is directly overhead, cars could crash through front garden as a road is in front of house etc etc.

As an EHO I wouldn't worry. People panic when they see sheets of asbestos roofing fly-tipped, but it really isn't harmful unless it is broken up.
I'm never offended by debate & opinions. As a wise man called Voltaire once said, "I disagree with what you say, but will defend until death your right to say it."
Mortgage is my only debt - Original mortgage - January 2008 = £88,400, March 2014 = £47,000 Chipping away slowly! Now saving to move.
