limescale in Swimming pool

Hi
Can anyone help, i've taken on cleaning/maintaining my neighbours pool,the tiles had a rough finish to them, which i scraped off with a window scraper(took all day and yes pool is full), applied limescale remover around waterline(from pool company), gone back today to vacuum and it's the same.
Short of draining the pool, doing an acid wash and anti-algaecide, then refilling is there anything else that can be done , pool is a skimmer and Chlorine
