Eh surely your brother is the one in the wrong here (by far!)?

Your brother sounds like a cretin. Is he mentally ill?

I am hesitant to suggest you might be incorrect G_M but the The Dispute Service specifically makes mention of the scenario whereby a landlord may claim for his losses but he is not required to produce an invoice, only a quotation to support his claim.

This supports my wider understanding that any claim (be it via the dispute service or court) was to recoup your losses, whether you then used that money to rectify the loss or go on holiday was entirely your perogative?

I'm happy to be corrected but I think my understanding is correct.
No need to be hesitant! You are probobly right.

I suspect though that this is simply a TDS process, rather than a legal standpoint.

If the matter came to court, and a tenant made the judge aware that the LL had not paid XYZ company the amount they quoted, but had done the work himself, the judge would disallow the XYZ quotation.

However if TDS base their arbitration ruling on a quotation, then the LL can submit a quotation!
