Painting over wood treated with wood preserver?

Hi,
My ex partner made me a lovely picket fence. Unfortunately he thought it would be a good idea to cover it in wood preserver before I painted it.
This means that the paint peels, never really adheres properly no matter how well I prep, prime, undercoat and paint.
I'm sick of having to re-paint every year and after spending 3 hours sanding back around a quarter of the fence again this morning, I'm desperate for a solution :mad:
Someone said that painting the fence with metal primer may help.
Any suggestions?

Try using aluminium oxide primer.This should adhere to the surface but may not last due to the fact that the preserver you had used has soaked into the wood permanently.

Might be a bit of a problem - he's my EX partner.
I will try the aluminium oxide and if it doesn't work I'm going to get it taken down. I've spent all day stripping it back and I still haven't finished - it's a living hell! And what is worse is the knowledge that I will have to do it again in a year if the aluminium oxide doesn't work.0
