Nationality/Residency & Student Finance

I have a rather specific or specialist question and I would welcome any advice.
My wife and I are Irish but we have lived and worked in Scotland for the past 25 years. (Scotland, rather than England is relevant to this question).
My wife still has Irish nationality. I have taken British nationality but only after the birth of our two children, now aged 13 and 16. They therefore both have Irish nationality, although since they have lived all their lives in Britain and I have British citizenship they are eligible to go through naturalisation and get British citizenship.

My 16-year-old daughter plans to start university in two years time. Her preference is to study in England (although there are still two years to go and that might change).

My questions are whether free Scottish university places are based on nationality or residency and would free Scottish university costs be dependent on taking UK citizenship.
Also, coming from Scotland but studying in England, would costs differ depending on nationality and if so which is better?

I realise that the rules could all change in the next few years but I am curious about how the rules would work now.
