I am trying to transfer my web ISA from Nationwide to a higher rate ISA with another provider.

In addition to your account number, you need NW unique sort and account number, which they conveniently do not mention. Then the f....s rejected my application for no apparent reason.

How come one can open regular savings account online, but to close you need to go into the branch?

There isn't one. Just give the roll number. If the computer insists that you type something in the boxes, try 000000 00000000 or any old rubbish.

You can close Nationwide accounts by post (fill in the online form and post it to them). I did it earlier this year.

As has been mentioned, just give the new provider the roll number, alongside any other number you have for your ISA.

The only time a provider can refuse a transfer request is if the T&Cs say no transfer is allowed before a maturity date. You can check the applicable T&Cs and if there is no restriction, they cannot refuse the transfer request.

As a matter of interest, how do you know that they rejected the transfer request without giving a reason? Who told you?

Why do you want to close your ISA? You should need to do absolutely nothing yourself after having given the completed transfer request form to your new provider.

Because they don't have to enable online closure.

Are you suggesting they should stop you opening accounts online?

I did enter my roll number.

One can do that for some, but apparently not for regular saver accounts. I tried and they told me I had to go into branch.

There is no maturity date for a web ISA. LTSB told me. I said transfer the ISA and close the regular saver.

They can (and do) make their rules to suit themselves. It just appears to me, some of their rules are designed to make it difficult for their customers.

Of course not. I am suggesting NW make it easy to open an account on line, but difficult to close by insisting one goes into a branch, where no doubt one will be exposed to their "helpful" financial review.
