What are these "certain situations"?
As far as I'm aware the only circumstances in which someone would be liable for the whole of the loss arising from an unauthorised transaction would be if they had either acted fraudulently or they had shown gross negligence.
Who said anything about them being liable???
Just said that may not be refunded upfront in these cases. Not sure that a bank transfer falls under PSD (Internet banking fraud is not really a area I deal with)
Too many situations where withholding a refund can be approved by a manager.Never ASSUME anything its makes a>>> A55 of U & ME <<<0
