    OP while it might seem unfair, this apparent double funding is one of the reasons you can get half decent quotes from garages either by using the old paper or more up to date workshop repair guides. Two different jobs with two different labour hours booked means accurate quote and a happy tech with his bonus. If it was on one side the strut and spring would have been on and off inside an hour, but you paid for the job, not what they did, how they did it or how long it took them.
    You wouldn't have paid them extra if all the bolts were seized would you?
