    In which case get a New bill prepared prior to the end of the tenancy, that way it can be put for peoples consideration before everyone moves out..

    Then the final - final bill will just be fore actual usage in that time.

    Even with New contact information, if they are not named on the Bill then it will be for the OP to chase up.

    My thought being if they all have to move out for the tenancy to come to an end, the OP can use the catchup Bill to ensure that they are then not left trying to get everyone to pay up.. Can use it to also check where they are at with any other metered services..
