ECO for solid wall insulation

Hi, I contacted the energy saving trust in February ,who confirmed that I was eligible for ECO funding for solid wall insulation and they forwarded my details to Scottish power, eventually I have been contacted by Scottish power ,who told me that they and all other energy companies were only doing boilers loft and cavity wall insulation and to try again in 6 months to a years time. I don't understand this as even the energy saving trust did not know this. Don't know what to do now.

The energy regulator said companies had met 99% of targets by the end of 2012, but it would be investigating the missed 1%.
The six companies are British Gas, Drax, GDF Suez/IPM, Intergen, Scottish Power and SSE.

Perhaps they should have all issued us an extra energy saving lightbulb each we could have sent to landfill?

The key point is that they were supposed to have a range on energy efficient measures, they only reached 99% targets because they sent everyone low energy light bulbs that everyone already had. They failed to provide other measures the 1% that they should have.

You need to do more than send light bulbs to hit 99% (try cavity insulation & loft insulation).

I don't think missing the target by 1% is a bad effort really.

With the profits they have been making, they shouldn't be missing the target at all!

I think that the energy companies probably expected joe public to snap their hand off when they introduced completely free loft and cavity insulation. We are so used to the "you get nothing for free" mantra that attempts to "sell" us free insulation fell on on stony ground. This attitude persists in regards to the new range of attempts to offer those on benefits free boilers etc. "No free lunch" I hear cried on these forums.

The situation regarding "free" external wall insulation is not very clear. I haven't heard of anyone as yet having this installed. I have heard that the energy companies will be trying to avoid installing this measure completely for free. They will attempt to link in their obligation to install this measure with the availability of Green Deal finance to pay a contribution towards the overall cost. This would still amount to no upfront cost to the homeowner, and due to the "Golden Rule" in Green Deal, their ongoing repayments would be set at level lower than the amount of calculated savings from installing the wall insulation.

If this is the route that the energy companies are taking (it makes sense from their perspective as they get more measures installed for less money) then the logical next step for them is to identify those houses eligible for solid wall insulation that also have a need for further measures. So it may be that the energy company then offers further subsidy on the extra measures, again extending the amount they can claim against their obligations, but without costing them much dosh.

So it would seem that the reason that they are not actively installing solid wall insulation at the moment may be more to do with the ability of the Green Deal networks to efficiently identify these opportunities in this early phase of the scheme.

We are very sorry for the inconvenience caused. Unfortunately it is the case that at present we are unable to offer solid-wall insulation to individual customers. Our ECO department now has your details on file and we do hope to be able to help in about 6 months time. We will be in touch if this service becomes available.

I hope this is helpful and I do apologise that you were given incorrect information.
