I'd personally now just reinstall the OS as it's the path of least resistance and the quickest and easiest way to a sure clean fix but that's just me. But that depends on if you have backed up your files/photos etc and have recovery disks. Whats the make/model of the computer?
Never heard of Closed's suggestion as above but could be worth a go if you don't want to do a reinstall. If you can't get online to download anti-malware programs I'm stumped!

If you load into safe mode with command prompt, and as soon as it loads up type "explorer.exe" and hit enter, you will beat the part of the virus that shuts down when you load into safe mode. This will let you get to your documents to back them up, but make sure you scan them for malware otherwise you might end up in the same placeSquirrel!If I tell you who I work for, I'm not allowed to help you. i had this exact virus 3 days ago on customers pc , heres how i cleared it.
restart pc / press f8 to get the safe mode options up / leave it on repair your computer (dont pick safe mode options / select uk keyboard / select system restore on next screen /
i then restored a month back and once the restore went through i then installed ccleaner.
Ran the ccleaner and it cleaned the system, then i went into start menu/programmes/accessories/run and typed in msconfig.
i then selected the start up tab and turned all off.
I then went back to ccleaner http://www.piriform.com/ccleaner/download/standard and into the tools option and clicked the start up tab and there was one process still set to run which should have been turned off when i turned it off in the msconfig/startup tab.
This was the virus folder so i selected it and deleted it with ccleaner. The virus was gone and malwarebytes returned a clean scan.0 -
