Time to get rid of the Railway Bylaw allowing clamping?

As Clamping has been banned in England & Wales for 6 months, isn't it time the government re-writes the Railway bylaws to remove references to clamping/penalty charges (14.4) https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/4202/railway-byelaws.pdf
Would put the likes of CP Plus back into their rightful place and force them to update the signs.
