Just received a parken ticket dated November 2011??

Just recieved a parking ticket dated then from my local council do i still have to pay?
I thought they had a time frame to get intouch as I've had no previous letters and now the fine is over 100 pounds do i still have to pay if not how do i go about doing this as I can't even remember the offence?

    Never ignore penalty charge notices. Have you moved house, sold the vehicle responsible close to when the ticket issued ? And who are writing to you? Is it the council or bailiff ?
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    I have never ingored any letters sent by them just havent received any this is the first letter.
    I can't even remember the offence should i be asking for photo evidence?
    I havent moved nor sold the car

    - Notice to Owner?

    - Charge Certificate?

    - Order for Recovery?

    That is the last step before a bailiff gets involved through TEC I believe. Post this on https://www.pepipoo.com as well as they are the experts. They should be able to help step this back right to stage one.

    That's not a PCN then. Post on pepipoo as you need to reply to that and say you never got any PCN or NTO.

    If you do nothing it will be bailiffs next so you must get this re-set to PCN or NTO stage. Pepipoo will help advise you but I suspect the NFR tells you anyway. Read what it says and stop thinking it's 'just a PCN' when it's not.
