Any experience of noise abatement officers?

Not sure if this is the correct place but I'll start of anyway.
Basically we have a GF Maisonette and new tenants moved in above us last September.
They are persistently loud, shouting and laughing in the bedroom between 9.30 and 11.30.
I spoke with them in January (probably too diplomatically) but they got worse! I then spoke to the letting agent who e mailed them (they ignored this!) and they then sent them a letter and they stopped for around 6 weeks.
They have now started again, I have contacted the letting agent but have had no response.
I have kept all correspondance with the letting agent and I have used the "Noisy Neighbour" app on my android device logging specific noise disturbances since Feb.
Therefore:
(a) what mechanism(s) do the EHO use to define unreasonable noise? and
(b) obviously if we use the Noise Abatement team we will need to log this on our PIF when we sell, however am I also correct that as we have lodged a complaint with the LA this needs to be added to the PIF on sale?
Any help would appreciated!

Sorry to bump - but any help would be appreciated :beer:0 -
We had a noise abatement officer round with his copper friend last year as our neighbours were playing music at top levels as they knew it was annoying us (we politely requested they turned it down on a daily basis).
He came in, handed us some literature, stood in living room with no living noise to listen, then went up to 2nd floor to listen, then back down and asked us to put the TV on to listen if he could hear it over the TV.
He made some notes, then went round, and the copper had to throw rocks at their bedroom window to make them open the door. They then served them with a notice, which if I remember correctly said if they didn't cease and desist they'd have the offending equipment taken off them.
I've heard instances of them installing recording equipment in your home, but I'm guessing that would be the next stage.
Anywho, the biggest copper in town combined with the bloke from the Council was enough to put the fear in God into them and we've had nothing since. I can't answer question (2) as they're moving out before us so I haven't researched it. Hope it helps0 -
