signed for item returned. now what

I hope someone can help
Buyer paid for international signed for option to france for a £9 item. Was posted following day and now 2 weeks later has been returned because there was no one with the buyers name at that address. I messaged buyer and they said it was their work place and parcels were always delivered. she suggested posting to her home address.
I gave her 2 options. Pay for postage again or I can refund her the cost of the item. She has now responded to say that there has never been a problem delivering before.
And advice on what I should do.
Can I post out using the same stamp on the parcel. It hasn't been marked in any way.
This has put me off posting abroad. At least it was returned

If she opens a case, she will get all her money back. Whilst it is a pain that it has been returned rather than delivered, as she hasn't offered to repay, you might just be better refunding.
I would send her an ebay message with a scan of the address label and return sticker, so she can see you are not at fault.
No you cannot reuse the stamp! This sort of problem is nothing to do with 'sending abroad' it can just as easily happen here.0
