Reclaiming Tax from gross interest for an under 18 year old

Hi,
I received my bank statement earlier this week and I was very disappointed when they had deducted tax from my gross interest. I went to my local branch earlier today and was told that they could do nothing for me and that I should contact HMRC. I then pointed out that I had signed a R85 form so this deduction should not have happened. Their response was to then tell me that I still needed to contact HMRC and they couldn't do anything. Upon arriving home I phoned the bank and they again confirmed that this is what I needed to do even after I pointed out that the tax man has no idea who I am because I am under 16 with no National Insurance Number, although their insistence was to still ring HMRC. So I finally gave in and after 20 minutes of waiting for my call to be picked up (I'm assured this is impressively fast) And after saying that I don't pay tax and am under 18, they suggested that I fill out an R45 form. However this lengthy 4 page form seems exceedingly unnecessary especially as I need only fill in one section and the second box asks for a national insurance number.
So after that long explanation I guess that my real question is where do I go from here? Whose fault is it and who should i pursue.

HMRC knows of everyone, especially if they pay tax
If you have been deducted tax, then the bank should provide you with a certificate of tax deduction at year end.
With this, you can prove to HMRC that you have had tax deducted.0
