How do you get drop-down box options in auctions?

I've seen drop-down box options in various auctions (auction example below) and wondered how you get them.

Do you need some kind of Seller Manager software or something?

MVLs are my favourite thing- I can see dozens and dozens of similar items within a range for 40p.

Just being pedantic but you can't use them in auctions, only fixed price listings.
