The contract does explicitly say that they won't charge more than £1500 for the plans even if the actual cost of drawing them up is greater.Depends on the contract but I'd say the same will apply if you terminate, you'd have to pay for work done so far so if drawing the plans have absorbed £2k in time then you'd have to give them the extra £500.0 -

but, if the contract also says you have to pay the full costs even if they don't do the work then I'd be arguing that is an unfair term & unenforceable and the same could be said about the £1500 limit on plan drawing.
The fair (rather than legal) solution would be for you to pay full price for the drawings and use another builder/project manager0
